The majority of canadians in the Elite league in the UK fall under the 75%/ECHL or higher work permit ruling. The rest are dual nationals. Last year for instance Sheffield had 2 third liners who were dual nationals whose highest level was OHL Dundee is in the league below the elite league. so you are talkng 2 different situations.
