Sounds terrific to build a rink in Algeria. You will be a pioneer! Buy a rink and cool engines second hand.
Sometimes one can squeeze in a something of a size of a rink (32 X 60 metres) in an area where you allready have many sports facilities. The land is then allready been paid by someone before. If it´s possible, try to avoid desolate places where sports are not practised.
