I dont know anything about any such website who maybe have second hand icerinks for sale. Many parents in Sweden buy second hand pads and helmests for their kids. There are some advevertisement magazines for this type of items here. But an icerink is so much more money to fit in. I think you can talk to clubs and lessiure centres, they might know something.

You live in the London area and the European continent is not so far away. They build a lot of rinks in Germany and I think they also re-place older rinks with newer ones too.

It´s very difficult to run a icehockey clubs, since it´s one of the most expensive sports there is. I mean Vollyboll club (whatever) is far cheaper to run. Many clubs do get defunct. Most European countries have these problems with economy in one way or another.

Good Luck with your Algeria project and hopefully with some more additional rinks in the London arera. I think Stockholm have about 20 - 25 rinks and London is 10 a times bigger city.
