For the tiny countries probably Turkey or Greece (if exist again), for "developed nations (in hockey terms) i think Italy (my country). Hockey every year loss interest in media and attendance (1000/1500 for major match) and there aren't teams from cities (except Milan) but only from small village in the mountains
