We've had players from the Ukrainian leagues (recently, British teams have shown an encouraging interest in European players rather than Canadian), and not had any problems with statistics.
It's just like applying for a job. You have to have certain qualifications, but once you get to the interview, they aren't always checked. If they find you've been lying at a later date, you get sacked. Same principal generally applies to the Work Permit.
