First, I didn't say the rule applied to all leagues, but it certainly applies in the UK.
And I don't think it is laughable. The players you quote aren't going to come to the UK before they go to the NHL (and ECHL would be the minimum level a Work Permit would be granted for in the UK), therefore the rule isn't aimed at them. It's aimed at protecting us from the standard of player that has worked out he's not good enough to make it in North America and sees the UK as an easy opportunity. We have to protect the jobs of EU nationals against these guys.
