I would argue that it is up to Ireland to put the infrastructure in place to allow dual nats to qualify, rather than for the IIHF to turn a blind eye. It's unfair on other countries to be finishing below a dual-nat loaded team, simply because that team has a different qualification criteria for it's dual nats.
As I say, though, the interesting bit comes when Dublin join the EIHL. Does that league qualify for Irishness? Does Dublin qualify for Irishness? Or do the players have to play in an Irish-only league, run by the Irish federation? The proposed joint Dutch-German league would also have the same implications attached for dual-nat Dutch players.
