This mainly applies to Div II (in each of WS, U20 and U18).
Instead of splitting the Division into 2 groups laterally, why not split them vertically?
eg. Instead of this (based on rankings from previous year):
Group A: 1, 4, 5, 8, 9, 12
Group B: 2, 3, 6, 7, 10, 11
Group A: 1, 2, 3, 4, 5, 6
Group B: 7, 8, 9, 10, 11, 12
Have Top 2 in Group A promoted to Div I (as before - to be replaced by 2 being relegated from Div1).
Have 5 and 6 drop to Group B for the next year
Have 7 and 8 promoted to Group A for the next year.
Finally, 11 and 12 relegated to WS Div III (or Div II Qualifying)
This way, we make groups that are more competitive within each other. In the current way, we have way too-many blow-outs, with some teams registering only single-digit shots.
For example, in this year's U20 Div II Group A (in Romania) we had Estonia beating Bulgaria 21-0 (with shots of 94-2, yes 2!).
In the old format, we only had the top the nations hosting the group b/c everyone else was going to get blown out in many games.
With this idea, we can have some of the lower countries hosting as well.
Group A: 1, 2, 3, 4, 7, 8
Group B: 5, 6, 9, 10, 11, 12
Gurj (Jazz) in Vancouver.
