Why have them even in one division? Why not revert back to 8 teams per group if we're going to split this way?

For example, in this year's U20 Div II Group A (in Romania) we had Estonia beating Bulgaria 21-0 (with shots of 94-2, yes 2!).

That will always happen in Division II until Division III gets deeper. There used to be scores like that in the seniors in Pool B when there were just 12 teams in Pool A and 8 in Pool B. Just 10 years ago.

Another variation:
Group A: 1, 2, 3, 4, 7, 8
Group B: 5, 6, 9, 10, 11, 12

Not sure how this will work out. But 5 and 6 would surely still blow out the 10-12 teams, and the 7 and 8 would get hammered by the top teams, so this format is just dumb for want of a better word, and very unfair.

Division I has evened out a lot lately so I am not so concerned about the number of teams in that. Maybe the 12 teams per group is helping the game get deeper.
