Mike. I sort of agree with you regarding the reverting back to 8 teams per division, but Div I has gotten more and more competitive, so keep that at 12 (I remember debating this with you last year!). I only suggested keeping it (12) under the name Div II and spitting vertically only to keep the number at 12, but I guess there is no reason to keep the numbers in Div I and Div II consistent.
As for Div II getting deeper, the reason for my split along vertical lines is to keep the teams that are closer in talent playing competitive games against each other. I don't see how Bulgaria is benefitting from being outshot 94-2 (I wonder how many times they even gained the offensive zone). Better for them to play more games against teams like South Africa and Iceland. Until the teams in Div II achieve more parity like Div I. (Although my recollection of the B-Pool in the early 90's does include such blowouts with 90+ shots to <9, it was much much closer than that).
The reason for my 2nd variation:
Group A: 1, 2, 3, 4, 7, 8
Group B: 5, 6, 9, 10, 11, 12
is so that it is not the same teams every year (those ranked 5 & 6 and those 7 & 8) that move up/down every year. Anyways, aside from you calling it "unfair", I think it is an improvement on the current setup for DivII.
