I see one big problem with this proposal, that being $$$ -money!!
Who's to pay for this? I don't see a Belgian team travel to Belarus for just a single game that they're bound to lose anyway.
Also what ifthe home game gets lost 0-15? You think they'd make the trip to Minsk to suffer some more slaughter?
Therefore the only way it can survive in my opinion is either to set geographical borders (when drawing) or introduce this system in a pool-system where the teams play 3 games or so. Perhaps then it's worthwhile travelling but still I doubt it in some cases. Unless the IIHF can reward the teams (or at least can reward a good performance), but I don't see they can find enough sponsors for that. Leave alone the fact that the money needs to go to the final weekend or whatever it's called as those teams simply demand the biggest cut of the money (85%?) otherwise are not interested to participate since nat. comp is far more interesting to them.
